When Edward I. Koch entered office, there were smaller pockets of wealth throughout of New York. The rich preferred the Upper East, it had the highest median annual income around $150,000. Bushwick, Harlem, the Lower East Side, and the Bronx were the poorest.

During Edward I. Koch tenure whites become minority in New York. New York converted into a majority-minority city.

Koch inherited a high crime rate and it stayed high all the time during his tenure. But the crime rate was at all-time high at that period of US statistics in general.
